Temperature difference is strange



There is a 28~30F difference in St. Paul and Minneapolis according to weather report.
So strange to me because these two cities are very close.
And I feel no different.
JUST COLD...

I guess the 0'F is wrong, as well as the 0% humidity. How could you have 0% humidity and have snow at the same time?
